Planning
Good planning is the basis for effective commissioning. It is essential to ensure that there is a robust evidence base for the proposed investment of resources. In most circumstances those who will be funding the service will require a business case that sets out the reasons for the change, and identifies additional funding needed. The planning stage should anticipate the information that will inform and influence the decision making process, and should also support more detailed work on drawing up a service specification if the proposed service development is progressed.
