Purchasing is the part of the commissioning process that relates to securing a provider for your service. It is the part that involves decisions about turning all of your planning into a new service for patients.
Not all purchasing decisions will require patient and public involvement. However, patients often have strong views about who they want to provide their services and patient involvement in the procurement process is useful both for a better understanding of the implications of procurement choices and demonstrating that the responsibility to be accountable has been taken seriously.
Lay advisors or community representatives are one of the more common approaches used to inform purchasing decisions however, highly sensitive decisions may demand more energetically inclusive approaches. Citizen’s Juries can be useful ways both to communicate the complex advantages and disadvantages of a choice while delivering a more considered view from the local community. The plebiscite or referendum has been used frequently in public housing to involve residents in choosing between housing management organisations.
