Planning is that part of commissioning which involves assessing community health needs, setting priorities and specifying services.
Some of the best examples of PPI in commissioning can be found in the planning and design of services. Within the constraints of time and money, commissioners will need to balance local information (such as views on specific local services by local people) and more high-level patient perspectives on the characteristics of high quality and appropriate services from national sources
The commissioner must first be aware of local demographics and service utilisation that may be important, and pay particular attention to ensure that the views of these stakeholders are represented. There is some literature on engaging with ‘hard to reach’ groups that may be helpful in these circumstances.
Neighbour hood forums, Citizens Juries and focus groups are all commonly used to generate and test and develop ideas for service design, while surveys and depth interviews provide useful data on the nature of health needs.
